As a partner at Hodges Loizzi, Jennifer Mueller Rosenberg concentrates her practice in the areas of students and special education. As chair of the firm’s Student and Special Education Practice Group, Jennifer has extensive experience counseling and representing clients regarding legal compliance, student matters (including residency, records, and discipline), special education matters, Title IX, OCR and ISBE complaints, and board governance and operations (including board policy and administrative procedure review and development). Jennifer frequently is asked to conduct trainings and presentations to school districts and other audiences across the state on various student and special education topics.
Jennifer joined Hodges Loizzi in 2010. In 2019, she served as Chief Legal Counsel and General Counsel for the Colorado Association of School Boards. Prior to starting her legal career, Jennifer served in positions with the National Collegiate Athletic Association (NCAA), taught mathematics in the School District of Philadelphia, and conducted education research for the Consortium for Policy Research in Education (CPRE) at the University of Pennsylvania.
In her spare time, Jennifer enjoys spending time with her family, skiing, golfing, being outdoors, and solving crossword puzzles.
